I live right across the sreet! There is construction going on but they are finishing up and should be done in a couple of months.. But I doubt you would be able to hear anything from inside of your apartment anyway.

I do not think the builder is obligated to "turn over" to another company. If they sold 75% they are doing pretty well on their own.
Crews from the Hillside Fire Department responded to a report of hazardous fumes because of a small fire at a storage facility this morning north of the Eisenhower Expressway on Mannheim Road.
The hazardous materials response originally was called about 9:45 a.m. for the incident at a storage facility at 222 N. Mannheim Road, authorities said. The response, the result of a small fire at the facility, was declared under control before noon.
Traffic was blocked on Mannheim Road between the expressway and Jackson Boulevard during the response, but reopened about noon.
The fumes were contained to one storage building on the site, said Hillside Fire Lt. Jeff Pilz. Fire crews had isolated the storage unit by about 11:30 a.m. and there was no hazard to the nearby area.
The cause of the fire was under investigation.

It depends upon the carbohydrate and amount consumed at the same time.
If its a refined carbohydrate with no fiber like a white flour product such as a cookie, biscuit or a white potato product like crisps and or chips or fries, then the process works to convert fat based on triggering blood sugar.
Example of the blood sugar model is as follows:
Eat slice of cake or you ate too much on your plate with healthy foods.
Step 1 – Blood sugar spike from carbohydrate overload
Step 2 – Pancreas reacts
Step 3 – Pancreas creates Insulin, but too much insulin from carbohydrate overload or refined carbohydrate like cake or a cookie or white potato.
Step 4 – This high insulin spike causes the liver to produce too many triglycerides. Triglycerides are fat in the blood.

On certain people this insulin spike causes "Hypoglycemia" which is a fancy word for Low Blood Sugar. Causes tingling lips, tingling legs, fainting like spells, and lethargy.
The rebound of Hypoglycemia triggers a hormone from your adrenal glands called "Cortisol" which also signals fat stores around the stomach, waist and hips.
How to avoid this problem?
Eat high fiber carbohydrates. Snack healthy in between meals, and eat just enough of healthy foods on your plate to feed one person.
Eat foods closest to their natural state.
Stay away from white flour products and white potatoes.
Google "Low Glycemic Eating Chart" to see what foods to choose from.
Glyco means sugar. Glycemic means sugar reaction. Either high or low. High for refined foods and low for whole foods.
